About Water Infrastructure and why it matters
It is well documented that our region’s water infrastructure is old, leaking, and failing, which creates serious public health risks for whānau, waterways, and moana. Fixing this is a critical regional priority. By investing in CCL, Ngāti Toa gains the ability to proactively shape and improve the health of our communities and quality of our environment.

From a commercial point of view, over the next 10 years, councils in the region plan to spend more than $1 billion on water infrastructure upgrades, plus over $100 million each year on maintenance. This major investment creates long-term growth opportunities for CCL and strengthens our mana whenua role in critical service delivery.

CCL has a range of specialist drill and civil infrastructure teams, they have the latest pipe bursting equipment, horizontal directional drills, trench shoring, compaction equipment, hydro excavation units, excavators, and a fleet of traffic management and advanced civil trucks to get the job done.

In 2024, CCL completed a pioneering upgrade at Paremata Wastewater Pump Station using liquid nitrogen to freeze live pipes and install new valves without draining the system.  This innovative project mitigated environmental impacts, saved significant time and money, and marked a New Zealand first at this scale.
