Te Rūnanga o Toa Rangatira has entered into a partnership with the New Zealand Government to manage the tenancies, maintenance, and upgrade of approximately 900 Housing New Zealand public housing properties in Western Porirua (from Grenada North to Mana). The details of this are still being worked through, however, progress is being made on this 25year project so that business can start by July 2020.


A large part of the value proposition for Te Rūnanga o Toa Rangatira is the opportunities that it can provide for Ngāti Toa. There will be employment opportunities in both the tenancy management and general maintenance of these properties. There will also be development opportunities as properties within the portfolio are upgraded or renewed.


Te Āhuru Mōwai is the company established by Te Rūnanga o Toa Rangatira to manage this work. It is owned by the Rūnanga and will report to the Rūnanga Board on a regular basis. We are currently developing the operating model however its overarching strategy will align with the broader housing aspirations of Ngāti Toa.


Te Āhuru Mōwai will have its own General Manager. This position will be advertised by Te Rūnanga o Toa Rangatira towards the end of 2019, with appointment in early 2020. While we have a draft staff structure within the draft operating model, the operational model is still being refined. However there will be a number of employment opportunities within a within Te Āhuru Mōwai covering such things as tenancy relations, communications, finance, and property management. The Project Team are also working to ensure that there are opportunities for our trades people to carry out the maintenance work across this portfolio, as well as the wider development work.


The management of the public housing portfolio in Western Porirua is currently managed by Housing New Zealand as the owner of the properties. Housing New Zealand will continue to own the properties, but if this project proceeds, Te Āhuru Mōwai will take over the tenancy management function. The Ministry of Social Development will continue to provide the lists of eligible tenants from the public housing register.


The maintenance work across these properties is currently contacted out by Housing New Zealand to an independent organisation. The Te Āhuru Mōwai Project Team are currently working through the various options to ensure that the take over of the tenancy management and maintenance function runs smoothly.
